Listed on the ASX in 1983, Astron Corporation Limited is a mining and processing company, with more than thirty years’ experience in mineral sands processing, technology and downstream product development, as well as the marketing and sale of zircon and titania (titanium dioxide) products.

The Donald Rare Earth and Mineral Sands Project (Donald Project) is a tier-1 rare earth and mineral sands resource located within the Wimmera and Mallee District of Western Victoria near the towns of Minyip and Donald.

ROLE PURPOSE

The purpose of this role is to work relationally and developmentally with diverse stakeholders towards the realisation of sustainable community benefits arising from the Donald Rare Earth and Mineral Sands Project (the Donald Project). Responsible for the delivery of the Community Engagement Plan, the Community Engagement Lead identifies and enhances opportunities for shared social value between the Company, residents of Minyip and other community stakeholders. The role works closely with the Senior Media and Communication Lead, Environment Lead and HR Manager in a multi-disciplinary approach to optimising social outcomes with the local community.

DUTIES AND RESPONSIBILITIES

Actively contribute to the development and implementation of a strong health and safety culture, and the embedding of company values
  • Work with colleagues in the proactive identification and management of health and safety hazards.
  • Model and promote the Company values in the execution of duties.
  • Identify and action HSE risks within both routine and unique work processes.
  • Coach and support peers, contractors and suppliers in relation to our culture, values and safety standards.
Own and deliver the Company’s Community Engagement Plan and supporting processes
  • Implementation and maintenance of the Community Engagement Plan (CEP).
  • Develop and deliver systems and processes for the successful implementation of the CEP.
  • Ensure the Community Engagement risk assessment is regularly reviewed and updated, and socialised with appropriate internal stakeholders.
  • Implement agreed process for the regular review of CEP to ensure currency with community and Company priorities
  • Community Stakeholder Identification and Analysis is regularly updated and all contact details are validated
Align and prioritise community engagement activities with the Company’s strategic objectives and operational plans
  • Understand the Company’s strategic and operational plans and priorities and stay abreast of changes affecting the community.

Build positive and collaborative working relationships with community organisations, residents and government agency stakeholders
  • Represent the project in the community, at public events and stakeholder meetings.
  • Actively engage with community members, seek opportunities for interaction, and to build trust and rapport.
  • Actively manage community issues and complaints, including log of issues, correspondences, internal and external memoranda, meeting minutes.
  • Collaborate significantly with the Senior Media and Communication Lead, and GM Sustainability on the development and utilisation of communication materials and resources.
  • Corporate publications, including annual reports, coordinated and delivered to high quality and Executive managers supported to deliver their communication requirements
  • Oversight of employees' use of Company social media and provision of communication education at all levels
Facilitate the meaningful collaboration of community stakeholders in project planning and development
  • Consult with community to ensure the voice of stakeholders is considered in project planning so that social benefits are identified and realised.
  • Maintain awareness of local and emerging issues, competing priorities, and ensure that the GM Sustainability is kept up to date.
  • Deliver regular community forums that are responsive to community information needs, and timed to enable meaningful for input into Company plans.
  • Maintain regular office hours in Minyip and promote the Company’s open-door policy for community members.
  • Provide regular reporting on community issues as required by GM Sustainability.
This is a Wimmera based position with the expectation the incumbent will work from our Minyip office.

SKILLS

  1. Highly developed and effective written and spoken communication skills and the
    aptitude to confidently liaise with stakeholders, local community, project team and
    regulators; with a particular focus on being able to develop information that is easy
    for diverse audiences to understand
  2. Project management skills including scoping, scheduling and stakeholder
    engagement.
  3. Good teamwork skills, willingness to pitch in, work well under pressure and be self-
    motivated
  4. Strong initiative, and ability to adapt to tight deadlines, and changes in priorities and
    workloads
  5. Proficient in Microsoft Office suite of software programs

COMPETENCIES

  • Strong communication skills including well-developed public speaking and
    presentation skills
  • Strong group facilitation skills, able to ensure all voices are heard and messages
    from the group are understood and accurately reflected
  • Able to work effectively with diverse stakeholder with differing communication needs,
    including written communication and personal meetings
  • Precise attention to detail and ability to produce professional quality deliverables on
    time and on budget.
  • Ensure the deliverables produced are of a high quality, accuracy and complete.
  • An understanding of dealing with confidential and sensitive issues.

QUALIFICATIONS, LICENCES & WORK EXPERIENCE

  • 8 to 15 years’ experience in communications, stakeholder engagement, community
    relations, or any related field.
  • A demonstrated ability to work as part of a multi-disciplinary team and engage with
    people at all levels of business, government and in the community.
  •  A full current Victorian driver’s licence.
