Listed on the ASX in 1983, Astron Corporation Limited is a mining and processing company, with more than thirty years’ experience in mineral sands processing, technology and downstream product development, as well as the marketing and sale of zircon and titania (titanium dioxide) products.

The Donald Rare Earth and Mineral Sands Project (Donald Project) is a tier-1 rare earth and mineral sands resource located within the Wimmera and Mallee District of Western Victoria near the towns of Minyip and Donald.

ROLE PURPOSE

The Project Manager is accountable for project management and delivery of all construction and commissioning work packages for the Donald Rare Earth and Mineral Sands project. Areas of accountability include conformance with contractual obligations and relevant methodologies and systems. The purpose of this role is to ensure the project is delivered to scope, on time, to budget, and meets all quality parameters, most especially safety. Reporting to the Project Director, the role works closely with PMO and Project Delivery Manager, and the wider project team to deliver the Donald Rare Earth and Mineral Sands project.

DUTIES AND RESPONSIBILITIES

  • Work with colleagues in the proactive identification and management of health and safety hazards.
  • Model and promote the Company values in the execution of duties.
  • Identify and action HSE risks within both routine and unique work processes.
  • Coach and support peers, contractors and suppliers in relation to our culture, values and safety standards.
Provide expert project management and commercial direction to ensure external and internal compliance in legal, commercial and financial matters
  • Develop and maintain project management systems, including documentation practices, and standardising procedures, to ensure best practice in sustainable project management.
  • Provide extensive contract knowledge to ensure that the company is not adversely exposed to contract compliance, or other additional, risk during project delivery.
  • Ensure project management functions and processes are established to “Industry Best Practice” level through effective implementation, measures, auditing and benchmarking of project management.
  • Conduct regular audits and inspections to ensure compliance with internal and external regulatory technical requirements and industry standards.
  • Provide expert project management, commercial and related advice to the company or contracted staff to ensure that assigned projects are commercially, legally and financially compliant.
  • Compliance with all relevant legislation, policies, procedures and practices.
Identify and implement improvements that reduce project and business risk and optimise cost benefits
  • Ensure project management functions and processes are established to “Industry Best Practice” level through effective implementation, measures, auditing and benchmarking of project management.
  • Follow established work practices and promote and maintain safety, whilst controlling environmental impacts and complying with legislative
  • Active development and management of project risk register through inclusive team consultation
Provide timely reports on project performance against the Project Plan to senior management and project stakeholders
  • Ensure that technical issues are considered and communicated to appropriate parties in a timely and detailed manner.
  • Provide and comply with all contractual reporting, invoicing, variation (cost and time) management in accordance with contracted conditions and Company standards.
  • Accurate and timely progress reporting
  • Detailed monthly forecasting and tracking against budget
  • Actively promote understanding of key milestones, critical path and project delivery plans across the project team.
Pro-actively manage Project risk and perform project risk reviews to identify issues that will affect project outcomes and develop risk management plans to mitigate the risk.
  • Ensure compliance with WH&S, our company safety systems and promote a safe working culture across the project.
  • Have comprehensive knowledge and understanding internal and external SH&E requirements .
  • Communicate risk profile to senior management.
  • Incorporate safe working practices into work procedures.
  • Actively manage SH&E risk assessments, safety training and audits.
  • Successfully integrate company and contractor safety systems to ensure compliance during project delivery.
Collaborate and effectively manage information and confidentiality requirements across the company in accordance with applicable ring- fencing parameters
  • Establish strong client relationships to enhance delivery in accordance with contracted conditions and Company values.
  • Ensure clear documentation of all aspects pertaining to confidentiality and ring-fencing requirements
  • Develop and maintain key relationships across the project to optimise utilisation of key resources throughout project delivery.
  • Actively educate project and owners team on ring-fencing work practices

SKILLS

  • Experienced in the delivery of multi-discipline complex infrastructure construction
    projects with a background in an engineering design, build & commission operating
    environment with scope greater than $150 million.
  • Proven background in the delivery of mine site infrastructure construction from inception
    to practical completion in a contracting environment.
  • Demonstrated commercial / industry experience managing large infrastructure fixed price
    contracted projects in the contestable market nationally with firm contractual terms and
    conditions with liquidated damages.
  • Demonstrated commitment to improvements in safety performance, environmental
    performance, WH&S, quality and legal compliance.
  • Strong leadership skills, with experience in leading technical teams and driving
    performance.

COMPETENCIES

  • Current Australian driver’s licence.
  •  Proficiency in relevant software applications for data analysis, project management, and
    technical reporting
  • Excellent analytical and problem-solving abilities, with a strategic mindset for continuous
    improvement.
  • Effective communication skills, both verbal and written, with the ability to interface at all
    organisational levels.
  • A working knowledge of Acts, Standards and Codes of Practice that are relevant to
    engineering projects and contracting in the Victorian mine construction sector.
  • Demonstrated experience in working with and directing multi-functional, nationally
    dispersed resource groups.
  • Demonstrated ability in using standard Windows applications including word processing,
    spreadsheets, database and project management applications.
  • Detailed knowledge of Critical Path Management, Earned Value Management, advanced
    resource allocation, project baseline comparisons and project reporting.

QUALIFICATIONS, LICENCES & WORK EXPERIENCE

  • Bachelor’s or master’s degree in project management, engineering, construction, or
    related field, or significant relevant work experience.
  • Membership or certification from recognised Project Management professional body.
